Yes, it can be used that way, but actually writing PHP code to do it would probably be easier and faster. It depends on the environment - some situations have backup capability, even if you haven’t found it yet. (For example, there are plugins for WordPress that do it for you.) phpMyAdmin makes it easy, and that’s usually available on every site.
